Land survey

Concept

Land survey refers to the investigation, monitoring, statistics, and analysis of natural attributes such as land type, location, area, and distribution, as well as social attributes such as land ownership and their changes, and the status of permanent basic farmland. Land survey includes national land survey, land change survey, and land special survey. National land survey refers to a comprehensive survey conducted by the state on various types of land in urban and rural areas across the country based on the needs of national economic and social development. Land use change survey refers to conducting urban and rural cadastral change surveys and land use change surveys at any time based on the national land survey, according to the current situation of urban and rural land use and ownership changes, and regularly summarizing and statistics. Land special investigation refers to a specialized survey conducted on specific objects within a specific scope and time frame according to the needs of natural resource management, including investigation of reserve resources of arable land, dynamic remote sensing monitoring of land use, and surveying and demarcation.

Implementation

The national land survey is organized by the National Land Survey Leading Group of the State Council, and the land survey leading group of the people's government at or above the county level shall implement it in accordance with the requirements. Land change investigation shall be organized by the Ministry of Natural Resources in conjunction with relevant departments, and implemented by the natural resources authorities at or above the county level in conjunction with relevant departments. Land special investigation shall be organized and implemented by the natural resources department at or above the county level.

Land evaluation

Concept

Land evaluation refers to the process of quality assessment and quantity statistics of land attributes based on the understanding of various constituent factors and comprehensive characteristics of land after land resource investigation and land type classification, with the goal of rational land use, according to specific purposes or specific land uses. Land evaluation can be divided into the following categories: Land resource evaluation: mainly focuses on the natural, economic, and social conditions of land to determine its value and suitability. Urban land evaluation: focuses on the socio-economic conditions of urban land use and the condition of the land itself, in order to clarify its utilization status, rationality, and determine the classification, price, and tax amount of land. Land use evaluation: Classify and evaluate the practicality, production potential, and economic effects of land based on specific use purposes.
