Concept

Land survey includes national land survey, land change survey, and land special survey. National land survey refers to a comprehensive survey conducted by the state on various types of land in urban and rural areas across the country based on the needs of national economic and social development. Land use change survey refers to conducting urban and rural cadastral change surveys and land use change surveys at any time based on the national land survey, according to the current situation of urban and rural land use and ownership changes, and regularly summarizing and statistics. Land special investigation refers to a specialized survey conducted on specific objects within a specific scope and time frame according to the needs of natural resource management, including investigation of reserve resources of arable land, dynamic remote sensing monitoring of land use, and surveying and demarcation.
Implementation
The national land survey is organized by the National Land Survey Leading Group of the State Council, and the land survey leading group of the people's government at or above the county level shall implement it in accordance with the requirements. Land change investigation shall be organized by the Ministry of Natural Resources in conjunction with relevant departments, and implemented by the natural resources authorities at or above the county level in conjunction with relevant departments. Land special investigation shall be organized and implemented by the natural resources department at or above the county level.
